What is BIS Scheme-X Certification?
The Bureau of Indian Standards (BIS) introduced "Scheme X" on March 16, 2022. The main purpose of this scheme is to help Indian and foreign manufacturers obtain BIS certification for assemblies, sub-assemblies, machine tools, and other products covered under Schedule-II, Scheme-X before selling them in the Indian market.
Under Scheme-X, BIS provides a Licence or Certificate of Conformity (CoC) for low voltage switchgear, control gear, machinery, and electrical equipment. After certification, manufacturers are allowed to use the BIS Standard Mark on their products. Scheme X is a product certification scheme introduced under the BIS Conformity Assessment Regulations, 2018, and later updated through the BIS Conformity Assessment (Amendment) Regulations, 2022.
Scope of Scheme-X Certification
The Omnibus Technical Regulation, officially called the "Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024," was issued by the Ministry of Heavy Industries through a gazette notification dated August 28, 2024. It covers various machinery and electrical equipment such as pumps, compressors, cranes, rotary electrical machines, transformers, switchgear, and related assemblies or components.
This regulation applies to all categories of machinery and electrical equipment except the following:
- Products covered under any other order issued under Section 16 of the BIS Act, 2016
- Goods manufactured in India only for export purposes
- Construction equipment covered under CMVR Rules, 1989 (MoRTH)
Types of Products Covered Under Scheme-X
The following categories of products are commonly covered under BIS Scheme-X Certification:
Electrical Equipment
Industrial transformers, power supply units, high voltage equipment, low voltage switchgear, and controlgear.
Heavy Machinery
Hydraulic presses, industrial cranes, compressors, pumps, centrifuges, and automation systems.
Safety Equipment
Fire extinguishers, pressure vessels, emergency electrical systems, and protective electrical equipment.
Specialized Electronics
Medical-grade electrical appliances and specialized consumer electronics with advanced safety requirements.
Machine Tools
Machinery and machine tools used for stone, ceramic, concrete, asbestos cement, mineral glass products, and related assemblies.
Rotary Equipment
Rotary electrical machines, assemblies, sub-assemblies, and components covered under Schedule-II of Scheme-X.
Key Differences: Scheme-I vs Scheme-X
Understanding the difference between Scheme-I and Scheme-X helps manufacturers identify the correct certification pathway for their products.
- Covers consumer products such as electronics, appliances, and industrial materials
- Products carry the ISI Mark
- Applicable to both domestic and foreign manufacturers
- Includes factory inspection and product testing
- Generally lower certification cost
- Designed for high-risk industrial products, heavy machinery, and electrical safety equipment
- Requires detailed inspections, reporting, and strict compliance evaluation
- Certification cost is generally higher due to additional compliance requirements
- Suitable for industrial machinery and electrical equipment
- Issues BIS Licence or Certificate of Conformity (CoC)
BIS Scheme-X Standard Mark
The Bureau of Indian Standards (BIS) issues the BIS Standard Mark for products certified under Scheme-X. The certification mark contains the licence number in the format 'CM/L-XXXXXXXXXX' at the bottom and the applicable Indian Standard number at the top.
Safety Standards Under BIS Scheme-X
BIS Scheme-X Certification ensures product safety and quality. Manufacturers must comply with the following safety requirements and applicable standards:
Electrical Safety
Compliance with IEC standards to prevent electrical hazards and failures in all notified equipment.
Mechanical Safety
Testing of product structure, strength, and operational reliability as per applicable Indian Standards.
Fire Safety
Use of flame-resistant materials and compliance with fire safety norms during manufacturing.
Environmental Compliance
Energy efficiency norms and environmentally responsible manufacturing practices.
Applicable standards include:
- Type A Standards – IS 16819:2018 / ISO 12100:2010
- Type B Standards – Second Schedule of the OTR Order
- Type C Standards – Third Schedule of the OTR Order
- IS/IEC 60947 Series – Low Voltage Switchgear & Controlgear
Documents Required for BIS Scheme-X Certification
Under Scheme-X, manufacturers must provide the following documents for prior registration through the BIS Manak Online Portal:
- Name & address of factory and office
- PAN and GST registration details
- Contact details (email, mobile, office number)
- Details of management and authorized signatory
- Details of machinery and electrical equipment (First Schedule of OTR)
- Product name, type, and variety
- Business Registration Certificate
- Factory layout and quality records
- Technical file and compliance reports
- Test reports from BIS-recognized laboratory
- AIR details (for foreign manufacturers)
- Company authorization letter
Certification Process for Domestic Manufacturers
-
1Documentation Process Prepare all required business, product, and technical documents. Arrange factory layout, quality records, compliance reports, and product details as per BIS requirements.
-
2Submission of Application with Fee Submit the application through the BIS Manak Online Portal along with the prescribed application fee and all supporting documents.
-
3Application Recording by BIS BIS records and acknowledges the application. A unique application reference number is assigned for tracking.

4Scrutiny of Application & Query Response BIS officials scrutinize the application and documents. If any discrepancy is found, queries are raised that must be responded to within the prescribed time.
-
5Nomination of Auditor & Audit Charges Payment BIS nominates an auditor for factory inspection. The applicant pays the prescribed audit charges to BIS.
-
6Factory Audit and Sample Testing BIS officials conduct a factory audit to verify quality systems and testing facilities. Product samples are drawn for testing at BIS-recognized laboratories.
-
7Testing at BIS Recognized Laboratory Product samples undergo testing as per applicable Indian Standards. Satisfactory test results are required for certification to proceed.
-
8Payment of Marking Fee & Licence Fee After successful audit and testing, the applicant pays the marking fee and licence fee as prescribed by BIS.
-
9Grant of Licence BIS grants the Scheme-X Licence or Certificate of Conformity (CoC) after successful compliance verification. The manufacturer can then use the BIS Standard Mark on certified products.
Certification Process for Foreign Manufacturers
