What is BIS Scheme-X Certification?

The Bureau of Indian Standards (BIS) introduced "Scheme X" on March 16, 2022. The main purpose of this scheme is to help Indian and foreign manufacturers obtain BIS certification for assemblies, sub-assemblies, machine tools, and other products covered under Schedule-II, Scheme-X before selling them in the Indian market.

Under Scheme-X, BIS provides a Licence or Certificate of Conformity (CoC) for low voltage switchgear, control gear, machinery, and electrical equipment. After certification, manufacturers are allowed to use the BIS Standard Mark on their products. Scheme X is a product certification scheme introduced under the BIS Conformity Assessment Regulations, 2018, and later updated through the BIS Conformity Assessment (Amendment) Regulations, 2022.

Important: The "Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024" will become effective from August 28, 2025. All machinery and electrical equipment notified under this regulation will require valid BIS Scheme-X Certification before being manufactured, imported, or sold in India.

Scope of Scheme-X Certification

The Omnibus Technical Regulation, officially called the "Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024," was issued by the Ministry of Heavy Industries through a gazette notification dated August 28, 2024. It covers various machinery and electrical equipment such as pumps, compressors, cranes, rotary electrical machines, transformers, switchgear, and related assemblies or components.

This regulation applies to all categories of machinery and electrical equipment except the following:

Types of Products Covered Under Scheme-X

The following categories of products are commonly covered under BIS Scheme-X Certification:

Electrical Equipment

Industrial transformers, power supply units, high voltage equipment, low voltage switchgear, and controlgear.

Heavy Machinery

Hydraulic presses, industrial cranes, compressors, pumps, centrifuges, and automation systems.

BIS Scheme-X Standard Mark

The Bureau of Indian Standards (BIS) issues the BIS Standard Mark for products certified under Scheme-X. The certification mark contains the licence number in the format 'CM/L-XXXXXXXXXX' at the bottom and the applicable Indian Standard number at the top.

Note: Using a fake or unauthorized BIS mark without obtaining a valid BIS licence is a punishable offence under Indian law. Every manufacturer must comply with applicable Indian Standards and use a valid BIS Mark only on certified products.

Certification Process for Domestic Manufacturers

    Documentation Process Prepare all required business, product, and technical documents. Arrange factory layout, quality records, compliance reports, and product details as per BIS requirements.

    Submission of Application with Fee Submit the application through the BIS Manak Online Portal along with the prescribed application fee and all supporting documents.

    Application Recording by BIS BIS records and acknowledges the application. A unique application reference number is assigned for tracking.

    Scrutiny of Application & Query Response BIS officials scrutinize the application and documents. If any discrepancy is found, queries are raised that must be responded to within the prescribed time.

    Nomination of Auditor & Audit Charges Payment BIS nominates an auditor for factory inspection. The applicant pays the prescribed audit charges to BIS.

    Factory Audit and Sample Testing BIS officials conduct a factory audit to verify quality systems and testing facilities. Product samples are drawn for testing at BIS-recognized laboratories.

    Testing at BIS Recognized Laboratory Product samples undergo testing as per applicable Indian Standards. Satisfactory test results are required for certification to proceed.

    Payment of Marking Fee & Licence Fee After successful audit and testing, the applicant pays the marking fee and licence fee as prescribed by BIS.

    Grant of Licence BIS grants the Scheme-X Licence or Certificate of Conformity (CoC) after successful compliance verification. The manufacturer can then use the BIS Standard Mark on certified products.

Certification Process for Foreign Manufacturers

    Documentation Process Prepare all required business, product, and technical documents including AIR appointment, company authorization, and import-export details.

    Submission of Application with Fee Submit the application through the BIS portal along with the application fee and all supporting documents signed by the authorized signatory.

    Application Recording & Scrutiny BIS records the application and scrutinizes documents. Queries, if any, must be resolved within the given timeframe.

    Nomination of Auditor & Payment BIS nominates an auditor for overseas factory inspection. The applicant pays the audit charges. Visa and travel arrangements for the BIS auditor are coordinated.

    Audit Preparation including Visa & Travel Applicant arranges visa, accommodation, and logistics for BIS auditors. Factory audit for foreign manufacturers generally takes 3 days. Additional man-days may apply for multiple product applications.

    Factory Audit and Sample Testing BIS auditors conduct an on-site factory inspection. Product samples are tested at a BIS-recognized laboratory as per applicable Indian Standards.

🌎 Additional Note for Foreign Manufacturers: Foreign manufacturers are treated as Large Scale industries under FMCS norms. Appointment of an AIR (Authorized Indian Representative) is mandatory. Factory audits generally take 3 days, and additional man-days may apply for extra product applications.
