Introduction to EPR Registration for Plastic Waste Management

What is Extended Producer Responsibility (EPR)?

Extended Producer Responsibility (EPR) refers to the responsibility of producers for environmentally sound management of products until the end of their life cycle. Under Plastic Waste Management Rules, EPR for plastic packaging means that Producers, Importers, and Brand Owners are responsible for managing the plastic packaging waste generated from their products.

The Ministry of Environment, Forest and Climate Change (MoEFCC) issued amendments to the Plastic Waste Management Rules on 16 February 2022. According to these amendments, PIBOs and Plastic Waste Processors (PWPs) must comply with EPR obligations as specified under Schedule II of the Plastic Waste Management Rules.

As per the EPR guidelines, Producers, Importers, Brand Owners, and Plastic Waste Processors must register on the centralized online EPR portal developed by the Central Pollution Control Board (CPCB). PIBOs operating in one or two States/UTs must register with the respective State Pollution Control Board (SPCB/PCC). Businesses operating in more than two States/UTs must register with CPCB.

EPR Compliance Requirements for PIBOs

PIBOs are required to ensure that plastic waste is processed through authorized Plastic Waste Processors (PWPs) as per their approved action plan and assigned EPR targets. Categories of Plastic Packaging Covered Under EPR

EPR obligations apply to the following categories of plastic packaging:

Category I

Rigid plastic packaging used for products across all industries and sectors.

Category II

Single-layer or multilayer flexible plastic packaging, plastic sheets, carry bags, sachets, and pouches.

Category III

Multi-layered plastic packaging containing at least one layer of plastic and one layer of non-plastic material.

Category IV

Plastic sheets used for packaging and compostable plastic carry bags certified as per standards.

Documents Required for EPR Registration

Process of EPR Registration for PIBOs/PWPs

To obtain EPR Registration for Plastic Waste Management, applicants must submit an online application along with required documents and fees through the CPCB portal.

    Documentation Preparation Applicants should keep all required documents ready in PDF, JPG, or PNG format before starting the application process. Incomplete documents are the most common reason for delays or query issuance.

    Portal Registration The applicant must complete self-registration on the centralized EPR portal to obtain login credentials before proceeding with the application.

    Application Submission After login credentials are generated, applicants must fill out the application form section-wise and upload all required documents. Separate application formats are available for Producers, Importers, and Brand Owners.

    Payment of Application Fees Applicants are required to pay the applicable registration fee online through the integrated payment gateway on the CPCB EPR portal.

    Application Processing Applications of PIBOs operating in one or two States/UTs are processed by SPCBs/PCCs. Applications for businesses operating in more than two States/UTs are processed directly by CPCB.

    Grant of EPR Registration Certificate If the application and documents are found satisfactory, the concerned authority issues the EPR Registration Certificate digitally through the portal. Applications with incorrect or false information may be rejected.

Validity, Renewal & Cancellation of EPR Registration

Renewed registrations are valid for 3 years. Renewal application should be submitted at least 4 months before expiry.
