Introduction to EPR Registration for Battery Waste Management

In recent years, the demand for batteries has increased rapidly due to the growing use of renewable energy, electric vehicles, and electronic devices. Batteries have become an important part of the global transition from fossil fuels to cleaner and sustainable energy solutions. As the usage of batteries continues to rise, the generation of battery waste is also increasing significantly. Improper disposal of used batteries can create serious environmental and health hazards.

To address these concerns, the Government of India introduced the Battery Waste Management Rules, 2022, to ensure the safe collection, recycling, refurbishment, and disposal of waste batteries in an environmentally responsible manner.

💡 Important: On 22 August 2022, the Ministry of Environment, Forest and Climate Change (MoEFCC) notified the Battery Waste Management Rules, 2022, replacing the earlier Battery (Management and Handling) Rules, 2001. These rules establish an efficient framework for the management of waste batteries across India.

What is Extended Producer Responsibility (EPR)?

Extended Producer Responsibility (EPR) refers to the responsibility of producers for environmentally sound management of products until the end of their life cycle. Under the Battery Waste Management Rules, 2022, battery producers are responsible for the collection, recycling, refurbishment, and recovery of materials from waste batteries for reuse in new products.

EPR for battery producers ensures that waste batteries are managed in a manner that protects human health and the environment from hazardous substances present in battery waste.

Under the rules, a "Producer" means any entity that manufactures and sells batteries, imports batteries, or sells batteries under its own brand name, including batteries incorporated in equipment and refurbished batteries.

Registration of Producers

As per Rule 4 of the Battery Waste Management Rules, 2022, every producer and every entity involved in the manufacturing of batteries must register with the Central Pollution Control Board (CPCB) through a centralized online portal. For registration, the producer is required to submit an application in Form 1(A). Renewal applications must be submitted at least sixty days before the expiry of the registration.

⚠️ Note: At present, the centralized online portal of CPCB is under development. Therefore, applications are currently being accepted through offline mode via email submission along with hard copies of the required documents.

Registration of Recyclers and Refurbishers

All recyclers and refurbishers handling waste batteries are required to obtain registration from the State Pollution Control Board (SPCB) through the centralized portal. Registered recyclers and refurbishers must also submit quarterly returns in Form 4 containing details related to:

Applicability of Battery Waste Management Rules

The Battery Waste Management Rules apply to all entities involved in collection, segregation, transportation, refurbishment, and recycling of waste batteries. These rules cover all categories of batteries:

Portable Batteries

All portable batteries used in consumer electronics, household devices, and small appliances.

Automotive Batteries

Batteries used in conventional motor vehicles, motorcycles, and other automotive applications.

Industrial Batteries

Batteries used in industrial machinery, backup power systems, and large-scale energy storage.

EV Batteries

Electric Vehicle batteries used in two-wheelers, three-wheelers, four-wheelers, and buses.

🔒 Exemption: The Battery Waste Management Rules do not apply to batteries used in equipment related to national security purposes such as arms, ammunition, military equipment, or equipment specifically designed for space applications.

Application Process for Battery Waste Management Registration with CPCB

Since the centralized online portal of CPCB is currently under development, applications are being accepted through offline mode. The registration process involves the following steps:
