Introduction to EPR Registration for Battery Waste Management
In recent years, the demand for batteries has increased rapidly due to the growing use of renewable energy, electric vehicles, and electronic devices. Batteries have become an important part of the global transition from fossil fuels to cleaner and sustainable energy solutions. As the usage of batteries continues to rise, the generation of battery waste is also increasing significantly. Improper disposal of used batteries can create serious environmental and health hazards.
To address these concerns, the Government of India introduced the Battery Waste Management Rules, 2022, to ensure the safe collection, recycling, refurbishment, and disposal of waste batteries in an environmentally responsible manner.
What is Extended Producer Responsibility (EPR)?
Extended Producer Responsibility (EPR) refers to the responsibility of producers for environmentally sound management of products until the end of their life cycle. Under the Battery Waste Management Rules, 2022, battery producers are responsible for the collection, recycling, refurbishment, and recovery of materials from waste batteries for reuse in new products.
EPR for battery producers ensures that waste batteries are managed in a manner that protects human health and the environment from hazardous substances present in battery waste.
Under the rules, a "Producer" means any entity that manufactures and sells batteries, imports batteries, or sells batteries under its own brand name, including batteries incorporated in equipment and refurbished batteries.
Registration of Producers
As per Rule 4 of the Battery Waste Management Rules, 2022, every producer and every entity involved in the manufacturing of batteries must register with the Central Pollution Control Board (CPCB) through a centralized online portal. For registration, the producer is required to submit an application in Form 1(A). Renewal applications must be submitted at least sixty days before the expiry of the registration.
Registration of Recyclers and Refurbishers
All recyclers and refurbishers handling waste batteries are required to obtain registration from the State Pollution Control Board (SPCB) through the centralized portal. Registered recyclers and refurbishers must also submit quarterly returns in Form 4 containing details related to:
- Quantity of waste batteries collected
- Quantity received from producers
- Quantity refurbished or recycled
- Hazardous waste generated after processing
- Disposal method of hazardous waste
- Other details as specified
Applicability of Battery Waste Management Rules
The Battery Waste Management Rules apply to all entities involved in collection, segregation, transportation, refurbishment, and recycling of waste batteries. These rules cover all categories of batteries:
All portable batteries used in consumer electronics, household devices, and small appliances.
Batteries used in conventional motor vehicles, motorcycles, and other automotive applications.
Batteries used in industrial machinery, backup power systems, and large-scale energy storage.
Electric Vehicle batteries used in two-wheelers, three-wheelers, four-wheelers, and buses.
Responsibilities of Battery Producers under EPR
CPCB Registration
Every producer must register with CPCB through the centralized portal by submitting Form 1(A) along with all required documents.
EPR Target Fulfillment
Producers are responsible for meeting annual EPR targets for collection, recycling, and recovery of waste batteries as specified under the rules.
Annual Returns
Submit annual returns on time providing details of batteries placed in the market and waste batteries collected and processed.
Recycler Partnership
Producers must ensure waste batteries are channeled to registered recyclers and refurbishers for environmentally sound processing.
Application Process for Battery Waste Management Registration with CPCB
Since the centralized online portal of CPCB is currently under development, applications are being accepted through offline mode. The registration process involves the following steps:
-
1Documentation Preparation The registration process begins with collecting and preparing all required documents and information as per CPCB guidelines. NewPhase Solutions assists producers in compiling and verifying the necessary documents for smooth registration processing.
-
2Submission of Application NewPhase Solutions submits the application to CPCB on behalf of the producer by filing the prescribed application form (Form 1A) through email along with hard copies of the required documents.
-
3Review by CPCB After receiving the complete application, CPCB reviews the submitted documents and verifies compliance with the Battery Waste Management Rules, 2022. Any queries raised by CPCB are addressed promptly.
-
4Grant of Registration Once the application is approved, CPCB grants registration initially for six months. After the centralized online portal becomes operational, the registration may be renewed further as per applicable guidelines. Application fees will be collected later through the online portal at the time of registration renewal.
Documents Required for Registration of Producer
- Self-attested GST Certificate
- TIN Number
- CIN Number
- Aadhaar Card of Authorized Signatory
- PAN Card of the Company
- Any other supporting document
Validity & Renewal of Registration
Initial Registration
Registration is currently granted for an initial period of six months through the offline process while the CPCB online portal is under development.
Renewal Timeline
Renewal applications must be submitted at least sixty days before the expiry of the current registration to ensure continuity.
Online Portal (Upcoming)
Once the CPCB centralized online portal becomes operational, renewals and fresh registrations will be processed digitally through the portal.

Conclusion
Under the Battery Waste Management Rules, 2022, producers are responsible for ensuring the environmentally sound management of waste batteries. Every entity involved in the manufacturing, import, or sale of batteries must obtain EPR Registration from CPCB through the prescribed registration process.
Failure to register or comply with the Battery Waste Management Rules may lead to regulatory action by CPCB or the concerned State Pollution Control Board. Proper compliance ensures not only legal protection but also contributes to a sustainable battery recycling ecosystem in India.
